
Off-page SEO refers to the factors that can affect your SEO rankings but are not controllable within the website, they are external factors and can be much harder to work on. This really means links, as part of an SEO project you will be working to gain one-way themed backlinks and there are several different ways to go about link building but it all relates to off page search engine optimisation.
Most search engines, especially Google, pay a lot of attention to the amount of backlinks that point to your website and the more you have, the better your SEO results are likely to be. Google PageRank is also based a lot on backlinks, although not totally so don't be surprised if you see a site with low backlinks and some decent PR. The amount of backlinks that you will need will depend on your industry and what your competitors are doing, in the SEO market we're competing with websites with 100-200 thousand links!
Off-page optimisation relates a lot to your domain, if you have a new domain then it will not have any links already pointing to it where as if you're buying a domain that has been used previously then it's more than likely that there will already be some links pointing to the homepage even if they're not relevant to your market, this will give you a head start. Also, if you are rebranding your website then you need to think carefully about the impacts that a new domain will have on your SEO results if you already have a lot of good links on your current domain, you will really need to work hard obtaining new links to the new domain so that you don't drop in the SERP's.
