Links, more specifically BackLinks are probably one of the most powerful weapons in the arsenal of the SEO expert. If you consider PageRank to be water then BackLinks form the pipelines that irrigate your site. You can use internal links on your site to channel PageRank to the most important pages, to make best use of your site's overall authority.
BackLinks from external sites derive their benefit from the authority of the referring page. So being linked to from something like the BBC or Sky News will grant your site far more PageRank than a link from a local business directory.
That is assuming that the BBC did not use a "no follow" tag in their link to your site. The no follow tag is like a stop valve in that pipeline. You can still follow the line to your site but none of the water your site needs will get to it. Again, no follow has its uses, linking to sites that provide some value to your users but without losing PageRank. You can even use no follows internally to make sure your users can navigate your site easily but without channeling PageRank away from where you need it most.
There are many ways to get good quality links for your site, the cheapest is to be exeptional and to gain BackLinks from genuine people who truly think that the world should know about your website. If you acheive a high PageRank by doing this and nothing more then there is a good chance you're also halfway to a Nobel Prize.
For the rest of us Backlinks can be obtained by negotiation, networking, forming affiliations and sometimes even paying for them. The main thing to be careful of here is that the referring sites are quality and not the kind of business or website that will get itself blacklisted in any way and act negatively upon the reputation of your site.
