Dynamic pages often have URLs that read terribly, for instance: mydomain.com/function.asp?id=459512ds&page=42. So here the URL tell us and search engine spiders nothing about what the page is about other than its some kind of function. If your URLs are set out like this then you are seriously reducing your chances of improving your SEO rankings.
A URL like this: mydomain.com/function./459512/SEO-Explained.html will make more sense to the end user as well as search engine spiders. You know just from reading the URL exactly what the page is about: so if you wanted to find out more information on what SEO means you would choose this page. But more importantly search engines will give extra ranking to keywords that are in the URL.
